From 1882 to 1905 he was a prominent member of the Liberal party in the Federal See also:house; postmaster-See also:general from 1896 to 1905, and See also:minister of labour from 1900 to 1905

He introduced many improvements into the Canadian postal service, and in 1898 in See also:face of much opposition induced the Inter-Imperial Postal See also:Conference to adopt the principle of See also:penny See also:postage within the See also:British See also:Empire
