KARL HEINRICH See also:RAU (1792-1870)
, See also:German See also:political economist, was See also:born at See also:Erlangen on the 29th of See also:November 1792
.
He studied from 18o8 to 1812 at the university there, where he afterwards remained as a Privatdozent
.
In 1814 he obtained the See also:prize offered by the See also:academy of See also:Gottingen for the best treatment of the question how the disadvantages arising from the abolition of See also:trade See also:gilds might be removed
.
His memoir, greatly enlarged, was published in 1816 under the See also:title Uber das Zunftwesen and See also:die Folgen seiner Aufhebung
.
In the same See also:year appeared his Primae lineae historiae politices
.
In 1818 he became See also:professor at Erlangen
.
In 1822 he was called to the See also:chair of political See also:economy at See also:Heidelberg where the See also:rest of his See also:life was spent, in the See also:main, in teaching and See also:research
.
He took some See also:part, however, in public affairs: in 1837 he was nominated a member of the first chamber of the duchy of See also:Baden, and in 1851 he was one of the commissioners sent to See also:England on the part of the See also:Zollverein to study the See also:Industrial See also:Exhibition
.
A result of this See also:mission was his See also:account of the agricultural implements exhibited at See also:London (Die landwirthschaftlichen Gerdthe der Londoner Ausstellung, 1853)
.
He was elected a corresponding member of the See also:French See also:Institute in 1856
.
He died at Heidelberg on the 18th of See also: The three volumes are respectively occupied with (1) political economy, properly so called, or the theory of See also:wealth, (2) administrative See also:science (Volkswirthschaftspolitik) and (3) See also:finance . The two last he recognizes as admitting of See also:variations in accordance with the special circumstances of different countries, whilst the first is more akin to the exact sciences, and is in many respects capable of being treated, or at least illustrated, mathematically . This threefold See also:division marks his See also:close relation to the older German cameralistic writers, with whose See also:works he was familiarly acquainted . It is a consequence in part of his conformity to their method and his See also:attention to administrative applications that his See also:treatise was found peculiarly adapted for the use of the See also:official class, and See also:long maintained its position as their special See also:text-See also:book . He was the economic teacher, says See also:Roscher, of the well-governed See also:middle states of See also:Germany from 1815 to 1848 . The book has passed' through many See also:editions; in that of 187o by Adolf See also:Wagner it was trans-formed into a new book . In the earlier part of his scientific life See also:Rau tended strongly towards the relative point of view and an See also:historical method in See also:economics, but he never actually joined the historical school . To the end he occupied a somewhat indeterminate position with respect to that school; on the whole, however, he more and more subordinated historical investigation to immediate practical interests, and in his economic politics moved in the direction of limiting rather than extending the See also:sphere of See also:state See also:action . His See also:general merits are thoroughness of treatment, accuracy of statement, and See also:balance of See also:judgment; he shows much See also:industry in the collection and skill in the utilization of statistical facts; and his exposition is orderly and clear . Besides the publications already mentioned, he was author of the following :Ansichten der Volkswirthschaft, 1821; See also:Malthus and Say fiber die Ursachen der jetzigen Handelsstockung, 1821; Grundriss der Kameralwissenschaft See also:oder Wirthschaftslehre, 1823; Uber die . Kameralwissenschaft, Entwickelung ihres Wesens and ihrer Theile, 1825; Uber die Landwirthschaft der Rheinpfalz, 183o; and Geschichte See also:des Pfluges, 1845 . Rau founded in 1834 the Archiv der politischen Okonomie and Polizeiwissenschaft, in which he wrote a number of articles, after-wards issued in See also:separate See also:form: amongst them may be named those on the See also:debt of Baden, on the See also:accession of Baden to the Zollverein, on the crisis of the Zollverein in the summer of 1852, on the See also:American See also:banks, on the See also:English poor See also:law, on See also:List's See also:national See also:system of political economy and on the minimum See also:size of a See also:peasant See also:property .
