Alachua County is located in north-central Florida. Its principal city and county seat is Gainesville, home of the University of Florida Gators. Because most of the economy of the county revolves around the University, it is recognized as the cultural and artistic center of northern Florida.

Aluchua County was first settled in 1740 by the Seminole Native American tribe, although the name derived from the journal of Lt. Diego Pena who passed through the area in 1716. Around the turn of the 19th century, Europeans began to settle in the area, officially establishing the county in 1824. Today, Alachua County has a population of 227,120.

Any venture in buying, selling, or paying taxes on property in the area almost without exception requires the services of the Alachua County Property Appraiser. The Alachua County Property Appraiser is charged by the constitution of Florida to accurately appraise the market value of all properties in the county on January 1 of each year. This appraisal is used to determine the year’s taxes that are billed out to each property owner in November of the same year. In addition to the yearly appraisal, the Alachua County Property Appraiser offers several ancillary services relating to property ownership.

The office of the Aluchua County Property Appraiser states their mission and vision as providing accurate and quality products/services while striving to excel in appraisal and tax administration through teamwork. They state their core set of values to be customer service, teamwork, cost effectiveness, professionalism, and leadership.

Services of the Aluchua County Property Appraiser are divided into three categories: Administrative Services, Technology and Support Services, and Valuation.

Administrative Services

The Administrative Services Department is the one in which most contact with the public occurs. One of the most important tasks they perform is completing appraisal services requests. These services include providing copies of parcel information, property maps, and tax rolls. In addition the department is responsible for receiving and reviewing all petitions and applications, such as those for senior, widow, veterans, and homestead exemptions.

The department is also responsible for developing and maintaining the Computer Assisted Mass Appraisal (CAMA) system. The system uses IBM’s DB2relational database at its core, and it is updated on a daily basis with name changes, sales information, and other property data. The system is connected to the internet server, which is updated weekly for access to the information.

Administrative Services estimates they receive about 12,000 homestead exemption applications annually, and they mail out 75,000 items to home owners each year. They also are responsible for administration of the nearly $4 million annual budget, paying all employees, evaluating employee and department performance, training and educating all staff, and providing the public with all the information allowed by law.

Technology and Support Services

This department keeps the office’s computers and networks operating smoothly. They keep all systems up to date by installing new software when it is demanded by the advancement of technology. Not only do they maintain the office PCs, they maintain the servers, internet hardware, and all telecommunications equipment.

This is the department responsible for updating the Geographic Information Systems (GIS). All parcel changes are put into the system, and GIS services are provided both internally, to other government entities, and to the public.

Valuation

The Valuation Department is charged with the operations for which the office was established in the first place. They are the core of the Alachua County Property Appraiser. The department is split into two divisions:

Residential and Agricultural Appraisal – This division is responsible for appraising all residential and agricultural property by January 1 of each year. This includes land, buildings, and additions or improvements. The department cannot solely rely on the CAMA system for appraisal. By law, each property must be inspected every three years.

Tangible and Commercial Appraisal – This division is charged with appraising all tangible property other than real estate, including machinery, tools, equipments, signs, supplies, furniture, and fixtures used in a business as well as appraising commercial land and buildings.

Both divisions are additionally responsible for analyzing CAMA data for appraisals not physically inspected that year, and to calibrate the system for future computerized appraisals. All calibrations must abide by the Florida law and the guidelines of the Florida Department of Revenue.
