Probably the easiest way to register to vote in California is to fill out a voter registration form online. The one thing that should be noted about this registration method is that it does not actually submit the form. However, it does allow you to fill out the form electronically so it is nice and neat. After the form is filled out, just print it, sign it, and mail it to the county elections office. The address of the county elections office is printed on the form. Visit your local county elections office

Voters who are not particular computer savvy can simply stop in at their local county elections office and pick up a form. Other places that typically have voter registration forms are public libraries and post offices. These forms should then be hand delivered (or mailed if you got the form at the library or post office) to the county elections office.

Register to vote in California as a special absentee voter

Special absentee voters are those who are living outside of the U.S. although they are still residents of the U.S. Common types of special absentee voters include military members and their spouses and civilians working and living outside of the United States.
